About this project
Whose University? is a tracker of academic-work openings in India, paired with an investigation of how the state administers — and fails to administer — its constitutional reservation regime in faculty hiring at centrally-funded higher-education institutions. The site runs two registers in parallel.
Vacancies
A live feed of advertised positions across Central Universities, the IITs, IIMs, NITs, IIITs, AIIMS, and the major private universities. Scraped from each institution's career page, occasionally PDF-parsed from notification documents, and (rarely) hand-transcribed from recruitment cards circulated outside the institutions' own websites — those carry a yellow ⚑ manual entry badge so a candidate can weigh what they are reading. Confidence is graded on every listing.
The Gap
A research treatment of the parliamentary record on faculty vacancy in centrally-funded higher-education institutions, September 2020 to March 2026. 546 questions tabled across the Lok Sabha and Rajya Sabha; one, RS Q.365 of 23 July 2025 (asked by the Leader of Opposition, Shri Mallikarjun Kharge), surfaced rank-by-category vacancy data. The rest were answered with cumulative "Mission Mode" recruitment counters that conflate appointment with vacancy. The Gap names this substitution and the institutions that perform it.
Methodology
Listings.
~185 institutions in the registry. Per-site parsers in
scraper/parsers/; an HTTP cache; a single shared SSRF
guard. Outputs land in docs/data/current.json, which
this page hydrates on load. Daily sweep on a GitHub Actions cron;
the full scraper code is in the public repository.
The Gap corpus.
Lok Sabha and Rajya Sabha questions crawled from
elibrary.sansad.in (LS, DSpace API) and
rsdoc.nic.in (RS), filtered by Education-ministry tag
and topical keyword, consolidated into a 546-document corpus with
PDF text extracts. Charts are computed from this corpus and
individually sourced in the bibliography at the foot of that tab.
The corpus itself is not redistributed through this site (the
primary documents are public on sansad.in); only the analysis is.
No warranty; verify before applying
Listings are scraped from official institutional websites, parsed automatically, and occasionally hand-transcribed from circulated recruitment cards. Errors are possible — extraction errors, stale data, missing posts, transcription gaps. Always verify against the official advertisement and application portal before applying. This site does not replace the original notification; it surfaces it.
Independence and use at own risk
The site is not affiliated with, endorsed by, or operated on behalf of any institution listed. The maintainer makes no warranty as to the accuracy, completeness, currency, or availability of any position. Use of this information is at the reader's own risk. The site collects no personal data about visitors; it stores no application records and acts as an index, not an intermediary.
Analytical content
Material in The Gap is the maintainer's research interpretation of publicly available parliamentary records, court orders, and official Ministry of Education communications, all of which are cited in the source bibliography on that page. It is offered as research-and-reference public-interest commentary; it is not legal advice and not an allegation against any named individual.

The Constitution is not being violated by accident. It is being administered to that effect.
Scraper coverage
How many institutions are being successfully scraped and when. Broken parsers mean those institutions are silently absent from the feed.
